Dev Diwali, the Dev Deepawali, is the Diwali of the gods, kept on Kartik Purnima, fifteen days after Diwali. By tradition, on this night the Devas descend to bathe in the holy Ganga at Kashi, and the eighty-four ghats of Varanasi, from Dashashwamedh to the far ghats, are lit with lakhs of earthen lamps that mirror in the flowing river. It is also held as the day Shiva slew the demon Tripurasura, a victory of light over darkness. Devotees set a deep afloat on the Ganga and take a dip in her waters, seeking light, punya and the grace of the gods for their home.
The Dev Diwali deep-daan sankalp is carried at Dashashwamedh Ghat, Varanasi, in your naam-gotra, on Kartik Purnima, at the sandhya deep-daan.
Devotees want the deep-daan carried with care, a clear ritual, a clear video, and a clear naam-gotra spoken with the deep on the Ganga at Varanasi.
